[Mono-list] Monodoc XML

Morning hackers,

I've written a document providing examples and a tag list for Monodoc 
XML.  If you're interested in being a documentation early adopter, take a 
look at:

http://www.go-mono.com/monodoc-xml.html

...and address relevant comments to mono-docs-list.  A DTD and XSD Schema 
for this format will be available very shortly.

Tools to generate stubs, validate, and verify Monodoc XML files will be 
available soon, at which point I'm going to begin copying inline docs into 
the new format.
