[Mono-list] Still can't build!

I finally gave up, wiped everything out, and started again clean.
This is a Win2K box (everything builds okay on RH7.3). I installed
Cygwin. I installed the MS SDK. I got the mono-build-w32.sh script,
ran it, and got:

`/usr/autotool/stable/share/aclocal/libtool.m4' to `aclocal.m4'.

**Error**: aclocal failed. This may mean that you have not
installed all of the packages you need, or you may need to
set ACLOCAL_FLAGS to include "-I $prefix/share/aclocal"
for the prefix where you installed the packages whose
macros were not found
