Ximian didn't write more than a few lines of code in the System.Xml
namespace and still, thanks to great hackers such as Jason Diamond,
Ajay kumar Dwivedi, Tim Coleman, Piers Haken and others our
Sysmtem.Xml assembly is well on its way through completion.

The same will happen to System.Windows.Forms if there is enough people
that care: do you want to contribute?
