You can read what mono is on the web site: www.go-mono.com.
Mono is not a scripting engine (or at least, not only that): you can use
it to run programs written in any language that target the CLR and it
will run them with a JIT. Mono also will give you all the other advantages of
the CLR: security, GC, easy integration with existing code etc.
