Independent of Mono sounds more usefull.

You make a good point. In fact, I just may hike over to sourceforge and
make a project involving a test suite for C# and .NET, assuming such a
thing doesn't already exist. I'm wondering if it would be best to
develop such a thing independently from mono, or together with it
though.
