You may try Mozillaīs XUL. I donīt know it, just listened about it.

I have developed my own schema, but it's very targeted , and it's sole 
implementation uses XSLT to render DHTML pages, not UI-Forms. It's kind of 
like ASP.NET, but it's declaration document is HTML-Free, not an HTML+XML 
amalgam like .aspx files are.
