This is "just" a preview of a new version of CE Platform Builder. It only
targets x86 CE emulator hence the Emulation Edition. Every thing these days
has NET suffix :-)

You're probably referring to Compact Framework:

If I remember correctly, it was included in RC (though perhaps only on DVD
not in downloadable version). So I guess, it's included in the release
version (of VS.NET) as well.
