For win98, I believe the compiler is included with the runtime redist
package.

The following website :

allows you to download the "Microsoft .NET Framework Redistributable".

Having said that, im entirely unsure as to what limitations are part of the
compiler on win98, nor am i sure if the compiler is still included in the
redist package (used to be in beta2).

Here are some more interfaces.  This time from a namespace that doesn't even
exist yet.  I don't know how important channels are, so I'm not sure if this
is warranted, but I wouldn't mind implementing all of Channels if anyone
would find it useful.  Of course this all waits on my getting access to a c#
compiler.

Until then, I'll be off to do more interfaces...
