For working on the class libraries/compiler, you need either:

	The Microsoft.NET SDK
	Microsoft Visual Studio.NET (comes with the .NET SDK)

But it seems you are trying to compile the runtime on Windows, which so
far I do not know if we have managed to fix all the bugs (there is a
thread that I have marked to read as soon as I am done with my batch of
meetings today).
