I think, its embedded IL-code in machinecode and not the other way.

Yes, it is.
There existing two reasons for it:
1. to run all VC++.net programs on Linux
2. So, that you can integrate IL-Code in C++-programs.
There existing a lot of people, which love C++. They don't want to change to 
C# or an other .net-language. They think, that C# and .net is slow and 
unimportant.
But this people can than easy use some classes written in IL, which don't 
existing in C++.
