[Mono-list] How is a PackedLen item encoded?

Hello,

in the CLI Spec, Part. II, it is said at several positions that the length of 
something (e.g. a string) is encoded as a PackedLen, but it is not defined 
how a PackedLen item is encoded.

I suppose that the same encoding method that is used to compress signature 
blobs (see section 22.2) is also used here. Can anyone confirm this?
