I went to the UK Webmaster exhibition early October, and from what MS were
saying is that authentication/passport will be (not yet, but will be) a
federated service much the same way as you drawing money from an ATM of a
bank you don't bank with.
So you decide who can store your data, passport asks your storage whether to
authenticate based on login/secret number/phase of the moon, it sends that
to your preferred supplier. Your supplier should merely reply Yay or Nay.
Well that's the story anyway.

Yep, that should be technically possible. Whether that will be financially
viable is a different story.
