edit file :

<cygwin-install-dir>/etc/profile

my first line was :

------------------------------------------------
PATH="/usr/local/bin:/usr/bin:/bin:$PATH"
------------------------------------------------

change it to :
------------------------------------------------
PATH="/usr/local/bin:/usr/bin:/bin:/bin/bin:$PATH"
------------------------------------------------

generaly add path to the "glib-config" <my is in "/bin/bin" dir>

and then apply mail :
