[Mono-list] XmlReader Implementation

I hope nobody minds but I started working on an initial implementation of
XmlTextReader. I have compilable skeletons for both XmlReader and
XmlTextReader (along with the other classes and enumerations that they
depend on in the System.Xml namespace) and have started implementing a
private XmlTokenizer class to help with the parsing.

I'd love to collaborate on this with anybody else who's interested. As soon
as a CVS repository appears, I can check it in.
