[Mono-list] System.Diagnotics pieces

All,

I am going to work on System.Diagnostics.ConditionalAttribute,
ConditionalAttribute, and System.Attribute.

"Angry" John Hicks, if you are doing any of these let me know. Also, after
I'm done with these I'll work on Switch, BooleanSwitch and TraceSwitch.
There appear to be a couple of bugs there (e.g.
Switch::OnSwitchSettingChanged() is not called when
Switch::SwitchSetting(){set;} is called, and BooleanSwitch::Enabled() should
SwitchSetting() as well).  I should get to the Switch classes tomorrow, so
stop me if you are still working on it.
