[Mono-docs-list] HTML docs

Monodoc does not work everywhere.  Other free projects, such as, gtk+
include static html docs in their release tarballs.  

I don't have to search the web and hope the web server serving the docs
is not down.  I just look where I untarred the gtk+ 
tarball for the docs.
