[Mono-docs-list] Updating class library docs

After improving on the stub.cs file from a few days ago, I ran it on the 
files in corlib's System namespace.  It resulted in a 6819 line diff, 
comprising about 400 new members added into the xml files.  About two 
members were removed.

If no one objects, I'll commit the changes.  I'm glad I'm not involved 
in writing the docs for 400 members just for this namespace.

I won't have time to apply this to other assemblies/namespaces for a 
while, but I'll be happy to help someone else get it going.
