System.Windows.Forms, that guarantees that we will actually have a
motivation to get System.Windows.Forms rolling.  Like the reason to have
a robust System.Reflection.Emit implementation is the compiler.  

We might never have gotten a good Reflection.Emit without this
particular motivator  ;-)
