This was how I understood it. Currently it's possible to cross-build a
Windows Mono on Linux, by cross-building the unmanaged components, and
combining them with assemblies from a native Linux build of Mono. I
don't want to lose the ability to cross-compile Mono. If we can't
share the same mscorlib between Windows and Linux Mono, we'll need a
way to build a Windows mscorlib on Linux.
