[Mono-dev] Can't run mono-3.12.X on Windows XP

First things first - Why would you want to? That's a very unusual thing to do.

Mono is an open source and cross-platform compatible implementation of .Net and some other stuff. Which means you can run exe files on non-windows platforms. You don't need mono to run exe files on windows. 

So what are you trying to accomplish?
