Does this announcement mean that people who have seen parts of rotor in the past will no longer be prevented from contributing to Mono?

Subject: [Mono-dev] Open source .NET and Mono.

Hey guys,
I posted details about the open sourcing of .NET and Mono on my blog.
We have already started the work to integrate the .NET Framework code, and once I get back to Boston after the event we will check in the results.   That is the reason we did not want to take the large #ifdef patch removal a couple of weeks ago.
