[Mono-dev] Update on Build System

Hi Miguel,

As always, thanks for your work on this.  I'm looking forward to
contributing once it's completed.

I have a small question/suggestion around the solution...

If we added the test projects to it, could we build and run the tests using
the VS/MD/XS.  This way you get debugging built in...

Also, do you think that building using xbuild should be added to the
automated build process? so that it's always upto date?  Basically, should
a commit/pull be disallowed if it breaks building using xbuild?

I've managed to compile master using make, and it seems to be faster...
I'll await a further update and try the xbuild process.
