[Mono-dev] Debian CI & PPA for Ubuntu/Debian

Hey Miguel,

What fantastic news for a Monday morning!  I actually just did a lap around
the room, you can ask my wife, she'll confirm it. LOL

At least on my own behalf, if not also from all those who have been waiting
patiently, thank you!

Just to clarify, does this also mean Ubuntu users can look forward to a
PPA, or will there still be some efforts necessary to take things the rest
of the way there?
