[Mono-dev] Revised (Extended) patch for win32 (cygwin) compiling - attempt 2

This one seems to get a lot further -- but it's still slowly compiling. 
It's gone about 10 minutes now compiling without a failure on win32.

Take a look at the attached patch, feedback welcome.

(For reference, this is supposed to help solve the problem with cygwin
compiling of the current mono master branch)
