[Mono-dev] XmlBinaryDictionaryReader support for value type QNameIndex in attributes

Hello,

.NET WCF occasionally transmits value type QNameIndex (0xBC) in attribute nodes.

I've created a small patch to support this.

The unit tests are tested on Mono 2.10 and Microsoft .NET 4.
