Bugs in the Novell Bugzilla are still be reviewed and fixed by the Xamarin
team. I am not sure how they are being prioritized but you can see GitHub
commits that reference Bugzilla issue numbers in the comments.

According to Miguel, Xamarin has been planning to bring up their a new bug
tracker soon that does not rely on Novell. The issue of an independent Mono
foundation was supposed to be discussed at MonoSpace. I am not sure what
became of that.
