To me, this sounds like a very horrible idea (well, in theory good, but in practise, the only ones that have the time and resources to use such a thing are commercial hackers.
Imagine if I was able to load a FTP/SMTP server to your computer in client-side code...)

Besides, you can already to 'that' with Silverlight.
You just need to make a JavaScript interface that calls SilverLight/Moonlight, which then executes C# code.
