[Mono-dev] Updated DateTime.

Hello,

    As part of the work on Moonlight compatibility work, I ran into some
compatibility issues.   What started as a 5 minute "I can fix that assert"
turned into a larger effort, including rebuilding DateTime to use one 8
bytes instead of 16 bytes.   This fixed the newly filed 622127 but
also 592221.

    This works on my system, but I am unable to run the test suite
currently.
