[Mono-dev] What is best environment for building mono-2.8.1 for Windows?

Hello, I am relatively new to mono.  I am trying to build it for Windows to
run in under WinPE.  The more stripped down the better.  

I download mono-2.8.1.tar.bz2 and tried to build in Windows 7 under Cygwin. 
No luck;  weird sharing violation errors.  

I have successfully built the code cross compiling in a SUSE 11.3 virtual
environment.  The tools seem to be a lot nicer than Cygwin.  However,
keeping my prejudices aside, I would like to know in general how the Mono
Team builds mono for its Windows release.  Do they use Cygwin on Windows or
cross compile on some flavor of Linux?
