[Mono-dev] CS1692: Invalid number warning for #pragma restore?

One more thing I'm seeing today. The following gives a CS1692 for line 3 below. Is this expected behavior or a bug?

#pragma warning disable 1591
public class C {}
#pragma warning restore 1591
