For the most part, the mono project has stopped hosting external
projects. We do not have a fancy setup that allows for advanced
permissions and such, so any time you want to add a user, you have to
email miguel who does it manually, and all users have write access to
the whole mono svn.
(So we can't restrict everyone else from committing to your project, or
visa-versa.)
There are many great other places that are dedicated to the type of
hosting you need, like Google Code, SourceForge, CodePlex, GitHub,
Gitorious, or Launchpad.
