It is the official guideline. And your "assumption" is wrong.

Since no one has contributed patches to change nunit situation, things
are kept as it has been discussed before. NUnit 2.4 from the official
release does not work without /noshadow on Mono *anyways*, and the
version numbers differ than recent NUnits. Hence, there is no such GAC
problem that you have mentioned.
