Mono was not designed for real-time workloads. There is a project that adds
support for locking with priority inheritance. Which is a step forward, but
it won't give you any sort of hard or soft real-time guarantees.

Your only option for managed languages on an AS400, as far as I know, is the
RTSJ offer from IBM.

You can, as well, help mono to be ready for such thing.
