[Mono-dev] Bug in (and patch for) UTF32Encoding.GetBytes()

I discovered today that UTF32Encoding.GetByteCount() will report the wrong result anytime that the start index is nonzero. Attached is a patch to fix the issue. Would someone mind reviewing/committing it?
