[Mono-dev] libgdiplus shared lib problem

It's for part of the packaging for fedora. Currently, to get
mono-winforms to work, libgdiplus-devel (which contains the .so file) is
needed. I'm trying to fix it so that the -devel file isn't needed (and
it's not a case of the .so file being placed in the main package, that
isn't allowed), but that means the .so file is not a symlink.
