Sounds to me like it's a problem with the .repo file, not with the repository itself. Please file a bug against the Build Service. Also try adding using just the URL.

There seems to be a problem with this repo:

# cat /etc/SuSE-release
openSUSE 10.3 (i586)
VERSION = 10.3

# zypper sa --repo
http://download.opensuse.org/repositories/Mono/openSUSE_10.3/Mono.repo

* Adding repository 'Mono Project (openSUSE_10.3)'
Repository 'Mono Project (openSUSE_10.3)' successfully added:
Enabled: Yes
Autorefresh: No
URL: http://download.opensuse.org/repositories/Mono/openSUSE_10.3/

# zypper refresh

Repository 'Mono Project (openSUSE_10.3)' is up to date.
* Building repository 'Mono Project (openSUSE_10.3)' cache
Error building the cache database:
Parse error
Skipping repository 'Mono Project (openSUSE_10.3)' because of the above
error.
