[Mono-dev] call for implementation: native FileSystemWatcher on win32

Hello,

I was reading this bug report on FileSystemWatcher on win32

... and thought that implementing Renamed event in DefaultWatcher
is not likely safe or preferable, and we had better replace it on
win32 with some native winapi based one.
