[Mono-dev] Patch for Moonlight Syndication

Kenny,

I have attached a patch to the Olive branch for initial review.  

Please don't commit to the repository yet.  It has some mistakes I found after creating the diff.

Pertains to System.ServiceModel.Web.dll for Moonlight.

The patch contains a start at the unit testing and scaffolding for System.ServiceModel.Syndication
