[Mono-dev] serialization patch for corlib/System.Globalization

this is needed to get versions of nunit built with MS .NET 2.0 running
on mono.

who should look at this?  There's a warning in the comments of
DateTimeFormatInfo.cs that gives me pause, otherwise I would have
committed it already.
