[Mono-dev] [PATCH] ASP.NET 2.0 - fix page culture creation when the browser passes neutral culture

Hello,

  The attached diff fixes a backtrace when the browser passes a culture of the
form 'en', 'de' - i.e. a neutral culture which cannot be used as the current
thread culture/ui culture. Please review, thanks
