[Mono-dev] missing cultures

Wow, yeah no kidding. I dug a bit into the code. One of the xml
files contains a definition for "de-li", but that culture still
doesn't work. Others already included in the lcids.xml list are:
* en-jm
* en-bz
* en-tt
* fr-mc
* de-li
* ko-kr
So, I wonder, why do those code not work. (Also, I ran the test app
on 1.2.6p2 with the same outcome as below).
