My shot would be, that the Microsoft.CSharp.targets file needs to be extended 
with the Clean and Rebuild targets. 

Marek has recently added input and outputs to the Build target/Csc task, which 
should actually be a step towards writing these targets.

I would be interessted in this effort too.
