[Mono-dev] IConfigurationSectionHandler in bin ?

hello,

Should an IConfigurationSectionHandler be able to find it's implementor in
the asp.net bin or not?

i have a solution, http://bugzilla.ximian.com/show_bug.cgi?id=79396,

but i don't know if the current behavior is a bug or a feature.
