[Mono-dev] Patch for mono on Linux/Alpha

Hello Zoltan,

Here is patch for mono on Linux/Alpha. The list of changes is:
- Fix atomic decrement
- Use native long shift insts
- Implemented mono_arch_patch_delegate_trampoline method
- Started work on using global registers
- Use byte/word memory load/store insts if cpu supports it
- Code clean up
