[Mono-dev] [PATCH] System.Transactions key is wrong

The System.Transactions key should be b77a5c561934e089.  The following 
patch changes the key file to the same file that other assemblies with 
the same name use.  I don't really know what that JVM stuff is, but it 
seemed to be present in the other cases.

After applying this patch, my system properly loaded an ADO.NET 2 
provider compiled on windows.
