[Mono-dev] DateTime.Now performance increase.

Hello folks,

    The attached patch increases the performance of DateTime.Now in 4.65
times, it avoids doing a whole lot of operations on each call to
DateTime.Now, while preserving the correct behavior during daylight
savings time changes.
