[Mono-dev] Patch to WebException.cs

Hello all,

Attached is a proposed patch for WebException :

- Soap serialization .Net compatability fixed (web status and web
response are not serialized)
- WebExceptionStatus.UnknownError defined for .Net 1.0 as well
- Status should be initialized to WebExceptionStatus.UnknownError
