I'll try but this is the perplexing part, I have other pages with similar code that work fine and I've already tried putting try catches around anything touching a dropdown list but I still get the error. So far I haven't even been able to figure out what line of my code its breaking on so its not easy to figure out how to make a test case. 

I'll poke around some more and see if I can figure it out.
