[Mono-dev] [PATCH] Use correct console code page on Windows

Hi,

Currently on Windows console output looks weird when using non-ASCII 
characters.

Note that this patch initializes OnputEncoding and OutputEncoding properties 
to the encodings used by console as well.

Please review and approve this patch.
