[Mono-dev] strange #if NET_2_0 in HtmlInputControl

Hello.

Does anybody know why are there these ifdefs in HtmlInputControl.cs?
Because of these ifdefs,
MonoTests.System.Web.UI.HtmlControls.HtmlInputCheckBoxTest.NullPropertie
s fails on net_2_0. I'd like to remove them, see the patch.
